Ordinance entitled "In ordi:
the Governor of Hong Kong, with the advice and consent of the Legislative Council thereof, so further to amend the Post Office Ordinance (1887), and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
The object of this Ordinance is to confer upon the Postmaster General a similar power of inflicting a fine to that which is vested in the Superintendent of the Prison by Rule of Gaol Regulations.
The other clauses cover the reduction of a delinquent's salary or his dismissal
